Was this a standard printed letterhead that came from a printer in SLC and was ordered by a stake (much like we do now with church distribution items) or was it a local job designed and printed in Seattle? It looks generic enough to be the former.
KLC, all of these letterheads appear to be local designs/choices. You can sometimes see similarities, possibly because one stake president saw and admired the letterhead of another stake, but there is far too much variety, and extreme variety, to suppose that there was any central planning.
